Can I connect this to 6" master pipe to get a 4" branch?

The 406a Saddle Takeoffs can be sized as follows:
4" for 6"-8" pipe
5" for 7"-9" pipe
6" for 8"-10" pipe and so on.

So, yes the 4" can be used off of a 6" pipe.
